Voting Information
for Military Voters 2004

Dear Members of the Armed Forces:

As Utah=s Chief Election Officer, I would like to thank you for your service to our country and our state.  We recognize the sacrifices you are making in order to preserve our democracy.

One of the greatest rights in our society is our right to vote.  This year you will have the opportunity to help shape the future of our country and the state of Utah.

I would like to encourage you to take the opportunity to fulfill your commitment to be involved in civic affairs as you participate in this year’s elections.

Sincerely,

Gayle McKeachnie, Lt. Governor

Under Utah law, military voters are defined as:

<        Members of the U.S. Armed Forces or merchant marine.

<        Civilian employees of the U.S. Government serving overseas.

<        Members of religious groups or welfare agencies officially attached to the Armed Forces overseas.

<        Spouses and dependents of the above.

Registering and Requesting an Absentee Ballot

<        You should send an FPCA (Federal Post Card Application) to your local election official early every year and whenever you change your mailing address.

<        Registration is not required when using the FPCA to request ballots. When you return the voted ballot you will be temporarily registered.

<        If you are a member of the Armed Forces or merchant marine or a spouse or dependent of one of these and live in the U.S., the County Clerk must receive your FPCA not later than the Friday before the election.

<        If you are a qualified voter and you live overseas, the County Clerk must receive your FPCA not later than 20 days before the election.

Step by Step Instructions

<        Visit the Federal Voting Assistance Program (FVAP) web site at http://www.fvap.gov/pubs/vag/pdfvag/ut.pdf

<        Print the Utah FPCA *

<        Complete the FPCA and mail it to your county clerk.  (It must be received by the clerk 20 days before the election.)

<        Vote your ballot and return it to the county clerk.  (It must be postmarked before election day and received before the county canvass.)

* The FPCA may also be obtained from the Voting Assistance Officer in your unit, American organizations overseas, or U.S. Embassies and Consulates.
